Dear customer,

MOFA implemented a new attestation system with effect of Sep 2024, called eDAS 2.0 and under this customs brokers not allowed to do attestation for commercial docs and to be done by importers by registering on the new system and they can access it via UAE pass only.

On the new system the importers must attest the Commercial Invoice and COO after processing the BOE and not before as used to be within a grace period of 14 days after the BOE reflect into their MOFIC portal since shipments are only reflected in the goods owner's system not customs brokers.

As per MOFA, for customs brokers to be able to do the attestation on behalf of the importers, then importers should authorize and add their customs brokers into the new system. Keeping in mind that importers must provide commercial invoice and COO for attestation.

Documents required for attestation:

  • Commercial invoice
  • COO

i.e: if a customs declaration ( BOE) is having multiple commercial invoices of 5 invoices and COO, then all invoices must be attested for fees AED 150/invoice ( AED150x5=AED750) plus COO to be attested for fees of AED 150.

In case the non-availability of COO then importer needs to approach any Chamber of Commerce in any of the emirates based on license registration and apply for COO. They can apply for 1 COO only for multiple invoices of the same declaration.
