Attestation of Import Commercial Invoices to UAE by MOFAIC effective - February 1, 2023

Dear customer,

Effective February 1, 2023, The Ministry of Foreign Affairs, and International Cooperation (MOFAIC), has introduced a system for electronic attestation of Import commercial invoices. Customers will require to get the Import Commercial invoices attested from MOFAIC for Customs Declarations with the UAE Customs. This new regulation will apply for all goods imported into the UAE with a value of AED 10,000 and above.

The attestation costs AED 150 per commercial invoice and customers will have a grace period of 14 days after declaration of goods to comply with the attestation. Failure to do so will result in a penalty of AED 500, by MOFAIC.

The MOFAIC exceptions will be applied to the following imports:

  • Goods with invoice value below AED 10,000
  • Personal Imports
  • Import from GCC Origin
  • Import into Free Zone
  • Transit Import
  • Diplomatic, Police & Military, Charitable societies & International Organizations
  • B2C E-Commerce movements

MOFAIC introduced an electronic online process to complete the Import invoice attestation by uploading the PDF documents which also generates a reference number as proof of attestation. This reference is integrated with the UAE Customs system to confirm the attestation completed by the customer before import declaration.
